About Us

Criminal Justice Organization for Public Service or COPS, is exclusive for official students, alumni or graduates of
HAU-CCJEF and honorary members, who are in the Criminal Justice Profession. It aspires Criminology and
Forensic Science Students of Holy Angel University to being a role model as vanguards of peace and order within the
community and being the center of excellence committed for public service and by creating and industry-oriented
environment through relevant activities that would help to unite the law enforcement officers and the community for the
betterment of society.
COPS unites everyone by means of making relevant activities through extensive research that would build camaraderie
and enable us to work hand on hand that leads to the greater vision of the organization. COPS has an objective to
engage and to execute such other acts as may be deemed necessary in the maintenance of peace and order within the
Holy Angel University campus, in the attainment of its Vision, Mission, Strategic Objectives and Core Values and to uplift
the cultural, intellectual, moral and professional growth of its members and to have a close and harmonious relationship
and cooperation. Also, the COPS renders immediate response in case of emergency disaster, calamity and other
occasion in which such assistance that is needed within the Holy Angel University or College.

Membership Requirements and Procedures

All incoming FIRST YEAR enrolled under the Bachelor of Science in Criminology are mandatory to join the COPS. Failure
to join or register shall not receive the necessary privileges or incentives that shall be given by COPS and they shall pay
the amount of Three Hundred Pesos (P300.00) due every semester for their affiliation fee.
The fee shall be paid in full before the affiliation shall be processed. This serves as a contingent and/or educational
development fund and for their Identification Card. The official affiliates of COPS are mandated to pay twenty pesos
(P20.00) every month which shall be used as the generating funds of the organization.

Article 10 Fees, Dues and other Payments, Section 7 of the bylaws states that all collection of fees shall only be used
for the supplies, projects, seminars, symposiums, activities, transportation allowances, and identification card of the
affiliates and officers of this organization.
Article 3 Affiliation, Section 1. The Member or Membership that is referred to in COPS is AFFILIATES AND
AFFILIATION, respectively.
Section 2. Qualifications – A bona fide student and Alumnus/na in the College of Criminal Justice Education &
Forensics, Holy Angel University, and also the Honorary members who are in Criminal Justice Profession who upon the
approval of his/her registration, bind himself/herself with its by-laws and abide with the rules and regulations of COPS.
Section 3. All HAU-CCJEF students who are incoming FIRST YEAR are mandatory to join the organization. Failure to
join or register to the said organization will not receive the necessary privileges or incentives that will be given by the
organization.
Section 4. All affiliates shall be entitled to equal rights and privileges.
Section 5. No affiliates shall be suspended or expelled from the membership without due process.
Section 6. An affiliate can be reprimanded; suspended and terminated if found guilty violating the code of conduct and
ethical standard of the COPS rules and regulations.
Section 7. All affiliates shall be required to attend meetings to be presided by the Grand Chancellor.
Section 8. Each affiliate shall be issued identification card (inclusion on their affiliation fee) and uniform (if necessary) at
their own expenses. Design shall be determine by decision of quorum.
Section 9. Types of AFFILIATION
- Official Affiliate , a person who is :
a. A bona fide student of HAU-CCJEF.
b. Has successfully paid the required affiliation fee for the Semester.

c. The term of the official affiliates shall commence once the affiliation fee for the semester has been fully paid, and
shall terminate at the end of the semester.
- Alum-nus/na Affiliate, a person who is:
a. A graduate of HAU-CCJEF Department.
b. Has successfully paid the required affiliation fee that shall be valid for 3 years.
c. The term of the Alum-nus/na affiliates shall commence once the affiliation fee valid for 3 years has been fully paid.
d. Affiliation Fee is required which is 5 times the amount of the Official Affiliate’s fee.
e. Only an official Resolution may end his or her 3 years term.
- Honorary Affiliate, a person who is:
a. Of good moral character, and is good standing in the community who had made not merely substantial but
significant contributions to the organization and its members.
b. A person who is not a graduate from CCJEF Department or other Colleges of Holy Angel University, provided that
he or she is a prominent member of the Criminal Justice Profession.
c. An official resolution recognizing an Honorary Affiliate is given after he or she is selected or nominated, and voted
in favor upon by the majority of the officers and officially invited to be part of the COPS.
d. Affiliation Fee is required which is 10 times the amount of the Official Affiliate’s fee.
e. Only an official Resolution may end his or her indefinite term.
Section 10. Official Duties of Affiliates according to their type of Affiliation.
a. Official Affiliates
- Duty to pay for the affiliation fee (due every semester) and monthly fee.
- Duty to know and comply with the Constitution and by-laws of this organization.
- Duty to attend all the meetings and general assemblies.
- Duty to participate in all the activities that the organization implements.
b. Alum-nus/na Affiliates
- Duty to give advice, suggestions, support regarding the official functions of the COPS.
- Provide guidance and share his or her knowledge and expertise to the officers and official affiliates of the COPS.
- Duty to comply and to follow with the Constitution and by-laws imposed by the officers and the organization.

- Duty to attend the activities as long as it will not interfere with their personal interest. Provided that they will give a
reasonable excuse.
- Duty to pay for the Alum-nus/na Affiliation Fee that is valid for 3 years.
c. Honorary Affiliates
- Provides counsel, support and feedback regarding the organization’s administrative and operational functions.
- Provides external guidance and share knowledge, expertise and experience with the Officers and COPS
organization.
- To know and comply with the constitution and by-laws of the organization, documents and other regulations set by
the officers.
- Duty to attend the activities as long as it will not interfere with their personal interest. Provided that they will give a
reasonable excuse.
- Duty to pay for the Honorary Affiliation Fee. Only an official resolution may end his or her indefinite term.
Section 11. Application for the Official Affiliates shall be accepted on the First month of the Semester.
Section 12. No OFFICIAL Affiliates shall be accepted on the first half of the semester.
Section 13. Alum-nus/na and Honorary Affiliate’s application shall be accepted until the first two months of the semester.
Section 14. Issuance of Certificates to its Official Affiliates – certificates shall be given to the official affiliates after its
active affiliation for 2 consecutive semesters.
Section 15. Issuance of Certificates to its Alum-nus/na and Honorary Affiliates – certificates shall be given after the
first (1 st ) academic year from the date of their affiliation.
