LECTURE-FORUM; “Accountability as the Foundation of Good Accounting”

To Commissioner Heidi Mendoza of the Commission on Audit and party, to Mayor Pamintuan, our city officials, and councilors, Ms. Florinda Dijan of DILG, our partners from Holy Rosary Parish led by Bishop Ambo, guests from different government agencies, non-government organizations, media, schools, church and civic organizations, students, friends, good afternoon and welcome to Holy Angel University.

ADDRESSING REFORMS in our government is a tall order; so steep that it should not just be the task of lone crusaders. Nevertheless, these solitary crusaders, in their individual ways, have rekindled our collective morale. Like a gust of fresh air, their courageous acts create ripple of hopes and roused our latent yearning for change in this graft ridden country.

Our distinguished crusader on this occasion made headlines because she has spoken the unspeakable. Her unrelenting revelations of corruption in the military institution speak not only of our unswerving need for moral accountability and transparency among our public servants but a constant reminder of what Edmund Burke’s warning that for evil to triumph, it is necessary for good men (and women) to do nothing.

According to sociologist Professor Randy David, there are two types of individuals needed in government: the civil servants who will administer the affairs of government and not engage in politics, and the political leaders who will fight and assume responsibility for governance .

Our guest for this afternoon, friends, ladies and gentlemen, is a fusion of politics of transformative kind. And we are pleased once again to hear her speak on a topic very close to her passion, this time before a much wider and diverse audience.

Holy Rosary Parish Pastoral Council for Responsible Politics (PPC-RP) of Angeles City in partnership with Holy Angel University and DILG has created a space for these individuals whose extraordinary deeds have challenged the empty rhetoric of arm chair politicians in our midst. This as we continuously aim to provide avenues geared towards promoting good governance and social accountability through a series of lecture-fora like this one.

Together, we strive to make these inextricably linked abstract concepts real, alive, inspiring and worth pursuing through their shining examples. Against the odds. Come hell or high water.
