About Us


Holy Angel University - Office of International Affairs was established in 2007 under the Office of the President. Its mission is to extend its thrust in instruction, research and community extension through global activities and alliances. Specifically, it aims at developing new international initiatives, internationalizing the curricula, expanding distance learning, encouraging study abroad, and fostering international exchange and collaboration. In June 2009, its nomenclature was changed to Office for External Affairs & Institutional Communications. In June 2011, the Office of International Affairs was again changed as the Office of External Affairs.

The international partnership was started in the Graduate School through the effort of Dr. Arturo Mariano I. Figueroa, the Program coordinator of the Graduate School of Engineering, with the full support of Dr. Arlyn S. Villanueva, the Dean of the Graduate School. This paved the way for the formal signing of the Memorandum of Understanding between Naresuan University, Phitsanulok, Thailand and Holy Angel University on October 29, 2004. The cooperation covered curriculum development, training, teaching and research.

To oversee the operations of the Office of International Affairs, Mr. Elmer A. Palacio, the Director of the IskwelangImangNena (ININ) at that time, was also appointed as the Director of the Office of International Affairs, a concurrent position he held until 2006. During his term, the Sister School Relationship with Namseoul University, Republic of Korea was formalized through the signing of an Agreement of Cooperation on March 21, 2006 by Dr. Chung-Ja Kong, President of Namseoul University and Mrs. Bernadette M. Nepomuceno, President of Holy Angel University. The signing of the agreement was held at Namseoul University, South Korea. The said agreement has given birth to English Language Program and the establishment of the Dual Degree Program in HAU.

When Dr. Arlyn S. Villanueva, the 8th President of Holy Angel University, took over the helm of administration on August 2006, she strengthened international linkages as part of her administrative thrust. She envisions stronger international linkages that will be initiated in the Graduate School. To help her achieve the said vision, Dr. Joan C. Reyes was appointed as the Head of the Office of International Affairs on June 2, 2008. During her leadership, the Office has been empowered to set off innovations and forge meaningful international partnerships, explore the possibility of cooperation with prestigious universities, arrange HAUís delegation goodwill visits abroad, receive international guests, send and receive exchange students to and from sister universities, advise and take care of international students in all respects, negotiate the details of signing academic cooperation agreements, among others.

However, by June 2009, Ms. Edna Marriza C. Santos assumed the position as the Director of External Affairs and Institutional Communications. In July 2011, Dr. Joan C. Reyes was appointed and assumed the position as the Head of Office of External Affairs. In addition to her function as Head of International Affairs, the Alumni Relations Office is also under her wings which she is deputized to build and foster University-Alumni partnerships, local and international.
