Post Graduate Certificate in Human Resource Management

The course consists of 3 subjects. A special emphasis will be placed on contemporary human resource management issues within the Asia Pacific Region, and the impact of globalisation and resulting convergence of global management practices and approaches to human resource management.

Students completing the course will be awarded a Graduate Certificate, and will receive advanced standing credits from Central Queensland University in Australia. The courses are internationally recognised, and will be delivered on campus entirely by Australian lecturers.

HRMT 20007 Human Resource Management

This course will concentrate on the theory and practice of effective Human Resources Management (HRM). Many organisations today are facing a crisis in productivity and international trade competition that is threatening their very survival. Coupled with this challenge is the demand that organisations deliver an increased quality of work life to employees and comply with an intricate and complex set of laws, regulations and court decisions. The aim of this course is to explore the various HRM functions of planning, staffing and appraising, compensating, improving, establishing and maintaining, and to fully appreciate their inter-relationship and impact on the achievement of organisational objectives, strategies and long-term economic survival.


HRM 20008 HRM Strategy and Implementation

Too often HRM has failed to live up to expectation because it has in part provided services that were not necessarily linked to the overall business strategy. Strategic HRM seeks to ensure that HRM activity is clearly linked to business goals and that it is accountable for its services. This course will seek to bridge theory and practice in HRM to create a vehicle for adding value to an organisation. Managing HRM is more than understanding its component disciplines discussed in HRMT20007. Topics to be covered include linking strategy and HRM, managing HRM activity to meet business goals and managing people in both global and domestic business contexts.


HRMT 20022 HRM In the Global Environment

The entire HR field has experienced tremendous change in the past decade. The global economy affects us all, no matter the size of the organisation. HR professionals need to recognise that globalisation is the defining political and economic force in the world today, requiring new ways of thinking and responding. This course focuses on skills development and mastery of the necessary knowledge to be successful in the worldwide marketplace. The course examines the various external business and cultural influences and environments in the Asia Pacific region to demonstrate the differing human resources policies and practices in those economies. This is extended to show how the economic underpinning of these labour markets, and the HR responses to the national labour markets have been institutionalised.

Duration: The three subject course may be completed within one twelve week semester

English Language: Candidates must be able to demonstrate sufficient English language skills in speaking, listening, reading and writing to enable them to complete the course.

The course will be taught entirely face-to-face on campus by Australian academics Dr Robert Kelso and Mr Robert Armstrong, both of whom are Adjunct Professors at Holy Angel University

By enrolling in the Post-Graduate Certificate in Management a student can complete their Australian MBA, Post Graduate Diploma or Post-Graduate Certificate with considerable savings (up to 50%) in study and living costs, compared to studying a complete course in Australia. Academic Team

Dr Robert Kelso has more than 30 years experience in education including secondary schools, university, vocational education and as a state ministerial policy officer. Robert has led research teams and published in the area of ethics, public administration and regional development. He holds a PhD in Philosophy, Master of International Studies, Master of Education, Bachelor of Arts, Bachelor of Education, Higher Diploma of Teaching, Secondary, A Cert IV Building Construction and is a Justice of the Peace and Fellow of the International Institute for Public Ethics.

Robert Armstrong has more than 38 years experience in international business, training, education and public service, and during this time has completed business in more than 40 countries. He has spent a number of years lecturing, in international trade, at universities in China and Australia – living in China for a period of three years. He has been a board member of several Australian regional development organisations and has served on a number of federal and state Government boards and committees. Robert Armstrong holds an MBA in International Business Law.


Australian Study Pathways

The Post Graduate Certificate at Holy Angel University is fully articulated with the Post Graduate Masters Degree at CQ University Australia. As a recognized Post Graduate course it would also be possible to receive credits for a range of undergraduate courses. Under this articulation agreement a foreign student would be able to make an application at any Australian university and be assured that all the appropriate paperwork will be provided.

Australian qualifications are recognized internationally.

Students completing the HAU Post Graduate Certificate in the Philippines, will be eligible for entry into a Master of Business Administration course and other awards at an Australian University. By studying first at HAU they may save up to 50% of the costs of completing the full degree in Australia.

The study pathway from home country via the Philippines to Australia to complete a Masters Degree will enable a student complete that degree with a significant cost saving in both travel, tuition and living fees.
