Holy Angel University - Office of International Affairs was established in 2007 under the Office of the President. Its mission is to extend its thrust in instruction, research and community extension through global activities and alliances. Specifically, it aims at developing new international initiatives, internationalizing the curricula, expanding distance learning, encouraging study abroad, and fostering international exchange and collaboration. In June 2009, its nomenclature was changed to Office for External Affairs & Institutional Communications.

The international partnership was started in the Graduate School, thru the support of Dr. Arlyn S. Villanueva, the Dean of Graduate School and the effort of Dr. Arturo Mariano I. Figueroa, Program Coordinator of Graduate School of Engineering. This paved the way for the formal signing of the Memorandum of Understanding between Naresuan University, Phitsanulok, Thailand and Holy Angel University on October 29, 2004. The cooperation covered curriculum development, training, teaching and research.

To oversee the operations of the Office of International Affairs, Mr. Elmer A. Palacio, the Director of the Iskwela ng Imang Nena (ININ), was appointed concurrently as the Director of the Office of International Affairs. During his term, the Sister School Relationship with Namseoul University, Republic of Korea was formalized through the signing of an Agreement of Cooperation on March 21, 2006 by Dr. Chung-Ja Kong, President of Namseoul University and Mrs. Bernadette M. Nepomuceno, President of Holy Angel University at Namseoul University. The said agreement has given birth to English Language Program and the establishment of the Dual Degree Program.

When Dr. Arlyn S. Villanueva, the 8th President of Holy Angel University, took over the helm of administration on August, 2006, she strengthened international linkages as part of her administrative thrust. She envisions stronger international linkages that will be initiated in the Graduate School. To help her achieve said vision, Dr. Joan C. Reyes was appointed as the Head of the Office of International Affairs on June 2, 2008. During her leadership, the Office has been empowered to set off innovations and forge meaningful international partnerships, explore the possibility of cooperation with prestigious universities, arrange HAU’s delegation goodwill visits abroad, receive international guests, send and receive exchange students to and from sister universities, advise and take care of international students in all respects, negotiate the details of signing academic cooperation agreements, among others.

However, effective June 2009, Ms. Edna Marriza C. Santos assumed the position as the Director of External Affairs and Institutional Communications.
